Otto is commander of the Dissension Army’s Aquatics Brigade, Alpha Battalion. Always a gambler, Otto plays the runners at Trillis and can’t help but calculate the odds of survival in every dangerous situation he gets himself into. Even though he considers himself a thinker, Otto is a hardened leader who isn’t afraid to let his service revolver do the talking when push comes to shove.
